    Scientific Output from Latin America and the Caribbean – Identification of the Main Institutions for Regional Open Access Integration Strategies

    Latin America is a region in which two thirds of the investment in research and development are funded by State resources. It can be foreseen that in the near future governments in the region will encourage and promote, or require by law or mandates, that scientific output from the region become visible and accessible in open access repositories and portals. This paper presents the results of a survey to identify the institutions of the region with the largest volume of scientific output and most exposure of their output on the Web, in order to help make those institutions visible to national, regional and international organizations involved in open access strategies and programs in Latin America and the Caribbean. The results show a leading position by universities from Brazil; a strong presence of universities from Mexico, Colombia, Argentina, Chile and Venezuela, and some presence of universities from Ecuador, Peru, Costa Rica, Cuba, Puerto Rico and Urugua

    In Europe and USA scholarly communications have been outsourced and one of the most profitable businesses was built by main international commercial scholarly publishers, which today offer to take care of open access, building a new enclosure to knowledge for the Global South, and distracting governments, funding agencies and the scholarly community, in the North and in the South, from the need to build a global open access ecosystem based on shared and interoperable institutional, national and international non-commercial open access repositories and publishing platforms. If we want voices from the Global South to have more participation and impact in global conversations about issues that concern us all, the global scholarly community has to take good care of open access scholarly communications, including the peer-review, quality control and evaluation indicators systems

    Developing countries stand to benefit greatly from a more open and equitable international scholarly communication system, but Dominique Babini argues new commercial enclosures to access are also emerging. The international community would do well to follow the examples of initiatives in Latin America, where open access is already the norm and where costs are shared among members of scholarly communities to ensure lasting impact
